A: Deluxe java pull down menu is 508 compliant, but we don't have the certificate at this moment.
Q: When viewed in the DeLuxe Tuner preview mode everything is OK and as desired, but in the IE8 view the dropdown menus are still centered instead of flush left.

You can try to use API functions in that case:
function dm_ext_changeItemVisibility (menuInd, submenuInd, itemInd, visibility)
To disable items you should set the target parameter to "_".
You can try to use the following function
function disable() {
dm_ext_changeItem(0, 1, 1, ["", "", "", "", "", "_"]);
}
to disable your dhtml mouseover menu items.
Q: How do I set just one drop down menu hyperlink to open in a new window when the rest is set to _self?
A: You can set item's target for each item individually:
