A: Actually you cannot use links for the top items in the XP Style.
But theoretically you can use links for the top items. You can write

A: No,unfortunately it is not possible in Deluxe Tabs now.

But you can write your links in the following way:

A: We have the following API function to highlight the pressed item in Deluxe Tree
function dtreet_ext_setPressedItem (menuInd, itemID)

But unfortunately this function doesn't work for AJAX submenus.
